This model is designed to develop high academic achievement in two languages and bilingual and biliterate proficiency. Students in this model include Emergent Bilinguals (EB), Reclassified English Proficient, and Initial English Proficient (native English speakers) students. A minimum of 50% to a maximum of 80% of daily instruction in Spanish is provided, depending on the grade level. The English learners receive English language development (ELD), and the native speakers of English receive Spanish language development (SLD) instruction, where content instruction is scaffolded in interactive and meaningful ways through research-based strategies.

This model is designed to support and revitalize a student’s native language and culture through oral and/or written language instruction. Students in this model include Emergent Bilinguals (EB), Reclassified English Proficient, and Initial English Proficient (native English speakers) students. English Learners receive one hour of their target language and one hour of English Language Development (ELD). The EL students acquire English language development (ELD) instruction from a TESOL-endorsed teacher in interactive and meaningful ways through research-based strategies.  

The instruction in the English Language Development program model focuses on teaching English to English Learners.   A TESOL-endorsed teacher guides the students receiving ELD instruction in interactive and meaningful ways through research-based strategies.

• Provide English Language Learners (ELs) with equal access to education.

• Develop English language proficiency following the WIDA Language Development Standards.
